Replaces LICENSE (GPLv3 -> AGPLv3) and prepends
`SPDX-License-Identifier: AGPL-3.0-or-later` to every source file
across decnet/, decnet_web/, tests/, scripts/, and tools/.
Rationale: closes the GPLv3 ASP loophole so any party operating a
modified DECNET as a network service must offer their modified
source. Personal copyright (Samuel Paschuan) + inbound=outbound
contributions make a future unilateral relicense infeasible.

No behavior change; comments only.
- New useLifecyclePolling(ids, intervalMs) hook: polls
GET /deckies/lifecycle?ids=... every 2s until every row is terminal,
surfaces transient HTTP failures without giving up.
- DeployWizard: drops the 180s axios timeout and the fake-log-driven
deployOk flag. After POST 202, sets lifecycle_ids -> the hook drives
the per-decky pill grid (PENDING / RUNNING / SUCCEEDED / FAILED).
Real terminal lines stream into the log as rows resolve. Auto-close
on all-success after 700ms.
- DeckyFleet.css: .lifecycle-grid + .lifecycle-pill in the existing
fleet vocabulary; running pill pulses, failed pill borders alert.
- Existing 4 wizard render tests still pass; 4 new hook tests cover
empty ids / single-success / polling-until-terminal / HTTP error.
Adds a fleet_singletons array to ServiceCatalogResponse so per-decky
add UIs can filter out services like LLMNR that run once fleet-wide
(and would 422 server-side at the live add endpoint).
The existing 'services: list[str]' field is unchanged for back-compat
with MazeNET/useMazeApi.ts:257; the new field is additive.
decnet_web/src/hooks/useServiceRegistry.ts wraps the endpoint with a
module-scoped cache (registry only changes on BYOS install / plugin
drop, neither of which happens mid-session) and exposes a precomputed
.perDecky list so consumers don't need to re-derive the diff.
